The fuel goes through the primary filter to the transfer pump. (suction side) then fuel goes back to the secondary filter then to the main pump. (transfer pump pressure side) there should be a way to check transfer pump pressure but i have never done it. i suspect you have an issue in the transfer pump but i would try to fix the primer pump first.
